Our Vision
Our vision is to be a cornerstone of the community where patients receive holistic care and education to manage and help overcome the challenges of insulin resistance and related conditions through PIR therapy. We aspire to help our patients achieve their health goals, including controlled blood sugar, reduced blood pressure, improved weight management, and enhanced well-being. By utilizing PIR therapy, we aim to help diminish nerve pain, heal wounds, prevent amputations, and reduce the effects of macular degeneration. Additionally, we seek to promote positive outcomes such as restored erectile function, improved mood and sleep, and healthy hair and nail growth. Through our commitment to patient empowerment and education, we strive to create lasting improvements in the lives of those we serve.

Dr. Larry G. Troxell is the CEO of Global CellTherapy LLC. leading a national effort to stabilize rural hospitals and improve outcomes for patients with chronic disease through Physiologic Insulin Resensitization (PIR). Based in Comanche, Texas, Dr. Troxell combines four decades of health system leadership with a hands-on commitment to veterans’ health and community hospital sustainability.
A retired health system administrator (1978–2025; retired September 2025), Dr. Troxell began his career at St. John Medical Center in Tulsa and went on to serve as COO and CEO for multiple rural hospitals, guiding at-risk facilities back to stability and building regional systems in collaboration with local stakeholders. He previously served as Chief Executive Officer for Comanche County Medical Center and the CCMC Health System, and led the Texas Outpatient & Infusion Centers.
Dr. Troxell is also a Research Scientist (2021–ongoing) focused on retrospective intervention outcomes, advancing evidence for scalable care models that improve quality of life while reducing total cost of care. Earlier in his career, he served as an Adjunct Professor at Oklahoma City University, teaching Finance, Statistical Methods in Quality Control, and Business Management & Leadership. He holds a BS and MBA from Oklahoma City University and a Doctor of Health Administration from the Medical University of South Carolina. A U.S. Army veteran and former Non-Commissioned Officer with the 101st Airborne Division, he brings mission-focused leadership to every initiative.
Focus Areas: Rural hospital revitalization, PIR program implementation, value-based care design, payer alignment, veteran-centric access to specialty services.
